Devarim 15:11

For there will never cease to be people with need in your land which is why I command you to open your hand to the poor and to the needy kin in your land.

כִּי לֹא יֶחְדַּל אֶבְיוֹן מִקֶּרֶב הָאָרֶץ עַל כֵּן אָנֹכִי מְצַוְּךָ לֵאמֹר פָּתֹחַ תִּפְתַּח אֶת יָדְךָ לְאָחִיךָ לַּעֲנִיֶּךָ וּלְאֶבְיֹנְךָ בְּאַרְצֶךָ
Gittin 7b

Even a poor person who receives tzedakah must in turn give tzedakah.
